Forest Park is an amenity that serves an entire region in addition to the city of St. Louis. 
 DeBaliviere Avenue's current state of disjointed streetscape and priority to cars over pedestrians.
 DeBaliviere Ave. connects Forest Park at the south with Delmar Ave. at the north. The pedestrian connection between the two has been severed by vacant lots and suburban type development.
 DeBalivere Ave. is at the cross-roads of a variety of transportation modes, most importantly the Metrolink light rail and possibly a trolley at street level.
 The Right to Permeate project reconnects people with the streetscape by extending Forest Park into the interstitial spaces along De Baliviere Ave.
 A critical juncture is where De Balivere Ave. intersects the MetroLink station. Currently the area is very transient, but two proposed buildings create exterior public space that encourage people to stay.
